Experience

Essential:

• Over 10 years of experience at national and international levels in public health partner coordination, the development and implementation of public health policies and strategies in the context of emergencies.
• Minimum 5 years’ field experience (readiness, health response, health response support, health response program management, public health needs assessments, risk analysis, resilience, early recovery, quality control).

Desirable:

• Experience with WHO, UN or UN agency or a health cluster member organization including the development of global strategies, guidelines and tools for health in emergency actions and strengthening of health systems and local capacities.
• Relevant work experience on country capacity building such as planning and/or partnership web-based platform for health emergencies in WHO, other UN agencies, relevant nongovernmental, health cluster partners or humanitarian organizations.
• Experience working in clinical setting as a physician or nurse or other allied health worker.

Skills/Knowledge:

• Demonstrated expertise in writing strategic documents related to the management of public health emergencies.

EXPERIENCE

Essential: Minimum of 10 years working in surgical simulation-based medical education and proven application of the principles and techniques of simulation-based education to low resource settings.
Desirable:  Published evidence of evaluation and assessment of techniques used in a low resource setting

TECHNICAL SKILLS & KNOWLEDGE

• Extensive experience in surgical education in High- and Low- resource settings
• Evidence of a high level of evaluation and assessment techniques with educational interventions within a low resource setting
• Creation of educational resources that include simulation-based educational methods
• Ability to apply simulation-based and other educational techniques to create interactive learning resources that maximise the learner and participant engagement
• Ability to create simulation-based and other educational curriculum in both high- and low-resource settings
• Research background in educational techniques including data analysis and interpretation
• Ability to lead working groups and incorporate feedback into a continual process of refinement and adaptation to individual circumstances

LANGUAGES

English language; expert level required for reading – writing – speaking

Essential:

• Advanced degree in information or data management, computer sciences, statistics, applied mathematics or public health, complemented by training in databases development and/or management.

Desirable: 

• Degree or certificate in public health, health emergency, data science, statistics, or related field.

Experience

Essential:

• At least five to ten years of relevant experience combined at the national and international levels in data and/or information management, including experience in emergency operations or humanitarian context.

Desirable: 

• Prior outbreak response experience with WHO/UN agencies, or with an international nongovernmental organization.
• Prior experience in data management with WHO.

Skills/Knowledge:

• Excellent knowledge in programming languages for database management and data analysis (e.g., SQL, R).
• Excellent knowledge of Microsoft Office applications.
• Working knowledge of online data collection applications (e.g., ODK, Kobo collect, survey forms, etc), statistical analysis packages (e.g., R).
• Good knowledge of Geographical Information System programmes (e.g., ArcView).
